Phillipa leads the Salsa Rules as Code Practice, focusing on the business’s strategic direction and operational delivery of Rules as Code. She also works as a business analyst, mapping rules and legislation ready for developers to code.
Phillipa’s content work covers everything from user research and information architecture to writing and editing. Phillipa specialises in writing content that:

Previous experience
Phillipa has been working in Rules as Code since January 2022, focusing on business analysis and service design. She's delivered over 15 Rules as Code implementations, including rules analysis and content design for and the GovCMS Rules as Code sandpit .
Phillipa has over 25 years’ experience as a corporate writer and editor, with a specialisation in online writing. She’s written blogs, website content, brochures, articles for corporate magazines, video scripts, training scripts, and multimedia displays. Her content and user experience work also covers:
- Information architecture testing and design (e.g. card sorting exercises and tree testing)
- Content user experience testing
- Qualitative user research design and implementation
Phillipa also has extensive experience as a trainer, running courses in online writing, corporate writing, general ‘good’ writing, and creative writing. Previous corporate roles include BHP Billiton, Momentum Technologies Group, CALC Multimedia, Genesys Financial Services and Summit Master Trust. She’s also a published crime fiction author, with her Sophie Anderson series published in 14 countries.
