GovCMS, on behalf of the Australian Government, has accepted us on the DXP and are big believers in our vision for how Rules as Code (RaC) can provide a personalised experience for citizens — so much so that they invited Salsa Digital to help them announce it to the entire GovCMS community. As part of this engagement, GovCMS is offering free sandboxes to Australian Public Service (APS) agencies. The first government in the world to do this, it's being noticed by many well-respected industry leaders such as Pia Andrews and Max Ghenis.

The stakes are high, and as such, we are looking for an innovative and experienced RaC Solution Architect to join the team for 6-8 hours a week, playing a pivotal role in developing and implementing our RaC initiatives. This individual will work closely with the RaC Champion and lead the technical design and development of a RaC implementation framework. This position is an awesome opportunity for you to stamp your influence and show the world what you are made of! You will need a deep understanding of RaC models, best practices, and open-source technologies, with a special focus on operationalising these solutions in whole-of-government and other enterprise environments.

Salsa is recognised as an open-source digital platform leader in government at both state and federal levels. Salsa has earned this reputation through the delivery of high-profile work programs and also via the production of thought-leading content. We are pioneering into RaC and wish to establish subject authority in this domain.

Key responsibilities

  • Develop and implement RaC solutions, focusing on best practices and scalable, secure implementation models.

  • Lead the design and development of a RaC implementation framework, ensuring it aligns with enterprise and government-wide standards.

  • Operationalise RaC in an enterprise environment, addressing security, platform resilience, performance and scalability.

  • Design and implement a RaC repository, establishing standards for code storage, version control, and access.

  • Collaborate with the RaC Champion and Salsa leadership to co-design a RaC go-to-market strategy.

  • Collaborate with the RaC Champion and Salsa leadership to co-design a RaC product strategy.

  • Contribute to the governance of RaC practices, including standards development, access privileges and change management.

  • Integrate OpenFisca with Drupal, ensuring seamless operation and compatibility.

  • Represent and advocate for open-source RaC technologies, guiding the selection of tools and platforms.

  • Lead the development of an abstraction and translation layer to facilitate the definition and configuration of rules by non-technical stakeholders, bridging the gap between legal language and executable code.

  • Actively engage with the RaC Guild ( racguild.orgExternal Link ) as a thought leader and contributor to relevant working groups and town hall presentations.

Skills (must-haves)

  • Proven experience as a solution architect in complex, enterprise-level projects, with a strong portfolio in RaC implementations.

  • Deep understanding of, and experience with, open-source RaC technologies, preferably including OpenFisca.

  • Proficiency in Python and experience with Drupal integration.

  • Experience designing and implementing secure, scalable and resilient software architectures in government or large enterprise environments.

  • A strong background in developing and managing code repositories, as well as version control practices.

  • Ability to lead and contribute to governance frameworks, with an understanding of change management and compliance requirements.

  • Innovative thinker with the ability to translate complex legal and regulatory requirements into clear, executable code.

  • Excellent communication and leadership skills, capable of engaging with both technical and non-technical stakeholders.

Skills (highly desired)

  • Bachelor’s or Master’s degree in computer science, software engineering, or a related field.

  • Experience in developing abstraction layers or APIs that simplify complex systems for end-users.

  • Knowledge of additional programming languages and frameworks relevant to web and enterprise application development.
